In 1966 Duggins began his career as a Counselor for the disabled working for the North Carolina Vocational Rehabilitation Agency. In 1972 Duggins began his real estate career in sales with United Realty. After becoming president in 1975, he led its expansion by founding several subsidiary companies. Duggins is a licensed North Carolina Real Estate Broker (1972), and North Carolina Licensed General Contractor (1978).

During the 1970’s, Duggins worked in subsidized housing, specializing in FmHA 502 Single-Family and FHA- 235, becoming one of North Carolina’s leading developers of single-family housing. In 1977 Duggins became involved in multi-family subsidized housing and began developing one of the largest and most successful apartment portfolios in the Carolinas.

In 1981 Duggins expanded the companies to Wilmington and Myrtle Beach and over the next several years developed and marketed resort real estate. From 1981 to 1987 Duggins was involved in the development and marketing of over $175,000,000 in beach condominiums, marinas, boatominiums and commercial office parks.

Projects include The Myrtle Beach Yacht Club, Coquina Harbor at Little River, Pelican Watch, Ocean Dunes, Otter Creek, Sea Colony at Carolina Beach, and St. James Office Park in Wilmington, NC.

In 1984 the Duggins family companies expanded into daycare, commercial construction and land development.

In 1996 Duggins expanded further into 9% tax credit Developments partnering with Wachovia, Raymond James, RBC Bank and several other financial institutions developing over $200,000,000 in Multifamily Housing. The Duggins Companies currently own and manage close to 4,000 units.

While Duggins remains involved in his various businesses, he is now focused on apartment development, both market rate and tax credit properties.
